Description

Abstract:

In February of 2015, South Australian Premier Jay Weatherill announced the establishment of a Royal Commission into the State’s deeper potential involvement in nuclear mining, enrichment, energy and storage – commonly known as the nuclear fuel cycle.

In its investigations, the Royal Commission heard from 132 expert witnesses, including 41 international experts, over 37 sitting days. The Commission’s Final Report, which was released on 9 May 2016, found that South Australia could safely increase its participation in nuclear activities. It included 12 recommendations, with the key recommendation that the Government should pursue further investigation into the storage and disposal of international used nuclear fuel and intermediate level waste.

Following release of the Commission’s Final Report, an independent advisory agency (The Nuclear Fuel Cycle Consultation and Response Agency – CARA) was established to undertake the largest community engagement program ever held in the State. The program’s objective was to engage the South Australian community in a discussion on the findings of the Report, which would assist the government in determining how it would formally respond to the Commission’s recommendations.

This presentation will discuss the Royal Commisson’s findings across each element of the nuclear fuel cycle. It will also provide insight into the community engagement program and conclude with an update on how the recommendations are currently being implemented.

Biography: 

John Phalen is the Director of the Nuclear Fuel Cycle Response Team within the Department of State Development in South Australia. Prior to this, John was the Manager of Community and Corporate Responsibility at Santos Ltd, as well as the Social Performance Manager for the Gladstone Liquified Natural Gas project in Queensland.

Over his 25-year career, John has played a key role in delivering high pressure projects with complex stakeholder issues on

a range of linear and fixed infrastructure projects including oil and gas transmission pipelines, gas processing facilities, road upgrades and reconstruction, airport redevelopments, housing construction and stadium redevelopments.

John holds an MBA from the University of New England, as well as post-graduate qualifications in project management and social science.
